# Review a CFS-to-warehouse movement option

Check authority, cargo fit, bonded status, verified capacity, current rates, transfer cost, timing, and decision ownership before comparing a warehouse move with continued CFS storage.

A CFS-to-warehouse move is an option only after the legal, operational and commercial facts are current and attributable. ## Required checks

| Warehouse commercials | What are the current storage, handling and minimum-period terms? | Attributable quotation with validity, taxes and excluded charges. |
| Transfer commercials | What are transport, lift-on/lift-off, documentation, security and other transfer costs? | Current quotations and responsibility for each charge. |
| Time and risk | How long will the move take and what operating risk does it add? | Cut-off, operating hours, expected completion, insurance and exception owner. |
| Decision owner | Who has authority to approve and execute the movement? | Named importer/broker/operator owner and counterparty acknowledgements. |

## Compare total cost

Use the same time window and currency for both paths. Compare:

1. the verified remaining CFS storage and related charges if cargo stays;
2. every one-time transfer, handling, transport, documentation, tax and security cost;
3. the verified warehouse storage and handling cost for the expected period;
4. expected time, operational risk and any cost that cannot yet be priced;
5. the next decision date, because capacity, rates and exposure can change.

Label missing values as unknown. Do not replace them with an assumed zero or a remembered rate. A cheaper headline storage rate can still be a worse total option after transfer cost, handling, delay and risk.

## Evidence states

- `unverified`: discovered from a directory, search result, old list or unattributed statement; do not use as a decision fact.
- `contactable`: a current facility route is available, but capacity and price are not confirmed.
- `quoted`: a dated attributable rate exists; check its scope and validity.
- `capacity_confirmed`: suitable space is confirmed for the named dates and volume.
- `decision_ready`: authority, fit, capacity, full cost, timing and owner are sufficiently evidenced for the authorised desk to decide.

## Record the decision

Store the chosen path, decision owner, evidence timestamps, accepted quotation, planned movement time, counterparty confirmations and next review trigger. If the move happens, close only after movement/receipt proof. If it does not happen, record the reason rather than counting hypothetical savings.
